Photograph showing volunteer medical staff treating infants with infantile diarrhea and acute dehydration in the pediatric ward of a packaged disaster hospital following Hurricane Beulah . A mild epidemic of infantile diarrhea had spread among evacuees in emergency shelters causing infants to become severely dehydrated . IV stands were built by Rio Grande City High School shop students , under the supervision of Mr . Humberto Cavazos . At one time , Dr . Kay Rogers , a volunteer pediatrician from San Antonio , Texas had up to twenty-five infants receiving intravenous fluids in the pediatric ward .
